JOHANNESBURG - The Ekurhuleni city address on Tuesday is expected to focus on the metro's finances amid complaints of poor service delivery.

After three consecutive clean audits, the metro received a regressed audit opinion in the previous financial year. 

This led to AIC councillor, Sivuyile Ngodwana, being replaced by ANC councillor, Doctor Xhakaza as mayor. 

After two-and-a-half years on the sidelines, the ANC is back in the mayoral seat. 

Its youth league in the region has urged the party to reinstate the municipal bursaries and increase the income threshold for indigent residents.  

In a recent media engagement, Ekurhuleni Mayor Doctor Xhakaza warned that the ANC was now in a coalition government and could not act alone. 

"The youth wants bursaries, council must agree on the bursary programme. You need support in council to actually have that as a decision."

In his maiden State of the City Address, Xhakaza said that he would be outlining how the city would improve its finances.
