The IEC concluded updating members of the media on voting on Monday afternoon.
More than 1.6 million people are expected to cast their vote between Monday and Tuesday.
IEC deputy chief electoral officer, Masego Sheburi: "As at 2pm, we estimate that over 230,000 special votes had been cast at voting stations. While we are happy with the turnout, we urge those voters who are yet to vote to do so for the remainder of the day as well as for special votes tomorrow. We confirm that where the list of special votes has been exhausted, there is no need to keep that station open, that station will close."
