Millions of people in South Africa use WhatsApp.

Many have group chats where they can easily speak to their friends, family, or community.

In Zimbabwe, WhatsApp group admins have to register and get licenses before administrating their WhatsApp groups.

The license costs $50 (about R900).

One 702 listener feels legislating WhatsApp groups is not feasible and will affect access to information.

He suggests regulations that outline what is allowed.
