Households, businesses and hospitals in Johannesburg have had to contend with dry taps due to multiple water shutdowns.
Joburg Water said it has had to resort to water throttling to its old infrastructure which is in need of major repairs.
But the EFF said that the utility had not properly used funds allocated to repair the infrastructure.
EFF provincial chairperson, Nkululeko Dunga: "We all know that there's a R27 billion backlog in terms of infrastructure development in the city of Johannesburg."
Meanwhile, Joburg Water has warned that its systems were being pushed to the limit with high water usage levels.
