Ekurhuleni is emerging as a hotspot for deadly road accidents.
Earlier this week the city saw a deadly bus accident that claimed 13 lives, and another that left 19 school children injured.
Mngwevu says the city is deeply concerned about how this could have happened.
“We were shattered. It came as a surprise and a shock. That incident was something that should not have happened.”
