JOHANNESBURG - Johannesburg Mayor Dada Morero has established a disciplinary board to probe allegations of financial misconduct in the metro.

This follows revelations that the municipality has incurred more than R23 billion in wasteful expenditure in the 2023/24 financial year.

Earlier this month, Finance Minister Enoch Godongwana wrote a scathing letter to Morero, urging him to get the city’s finances in order.

Speaking at a media briefing in Johannesburg on Thursday, Morero responded to Godongwana’s letter.

Morero said the city’s R23 billion unauthorised, fruitless, and wasteful expenditure has been steadily increasing over the past few years.

Morero further said progress has already been made in cleaning up the city’s books.

“Of the R23.6 billion reported in the City’s 2023/24 financial statements, R12.9 billion has been regularised in accordance with the MFMA [Municipal Finance Management Act]. As of 30 June 2025,  only R6.7 billion remains under investigation, while the rest has been fully investigated and is being processed by the relevant municipal committees.”

He said the city’s finances will improve.

Morero added that a significant portion of this irregular spending stems from procuring goods and services without adhering to supply chain regulations.

Following Godongwana’s criticism that there appears to be no consequence management for financial misconduct in the city, Morero has now appointed a disciplinary board to tackle the misuse of public funds.

"The disciplinary board has already concluded preliminary investigations on six matters totalling R535 million and will report the outcomes to the council at its next ordinary meeting.

Godongwana had threatened to cut grant funding to the city unless Morero got his house in order.
