The issue of damaged and non-operating traffic lights has been worsening in the City of Johannesburg.

It not only lengthens commuter times but also puts lives at risk.

While some traffic lights are affected by power outages, vandalism and tampering are the main drivers.

“Displaced persons are trying to earn some money… they actually vandalise some of the aspects of the traffic lights.”
– David Foley, Ward 94 Councillor in Fourways

The JRA has taken proactive steps to fortify its equipment, but vandals remain determined.

While the traffic lights itself have been reinforced, criminals are targeting the Eskom pillar power box that supplies power to the traffic lights.

“The problem is very dire… In Johannesburg as a whole, we have about 194 intersections that are totally vandalised… everything you can think of in the intersection has been removed.”
– Sipho Nhlapo, Acting HOD of Mobility and Freight – JRA
“The intersection of Winnie Mandela and Lesley [in Fourways], we upgraded it… R960,000, and it’s still not working because someone has vandalised it.”
– Sipho Nhlapo, Acting HOD of Mobility and Freight – JRA

JRA called on the Johannesburg Metro Police to enforce municipal bylaws, preventing people from loitering at intersections.

“It has been an enforcement issue… [Motorists also] encourage the behaviour of people selling there.”
– Sipho Nhlapo, Acting HOD of Mobility and Freight – JRA
