The International Civil Aviation Organisation (ICAO) requires accident investigations to be conducted by an independent body.

In South Africa, this task is carried out by the Civil Aviation Authority (CAA).

However, Leitch says this is not the case and the CAA has been working to eliminate any risks of noncompliance.
