MEC Capa said that the incident of the 12-year-old who gave birth and became the youngest mother was shocking.
Capa said the matter would be followed up through social workers.
"We do know that sometimes we get a 10-year-old having a baby, but today as we welcome the new mothers, but we also want to call upon our own parents to look after their children, to play their role as parents. We just can not afford to continuously have this teenage pregnancy in the province."
