National Treasury endorses City of Tshwane budget

This is the first time the capital has achieved a funded budget since 2021, amid a range of financial constraints.

JOHANNESBURG - The City of Tshwane says it has been given the thumbs up by the National Treasury with an endorsement on the municipality’s budget, which it says is credible and fully funded.  

A funded budget means the city’s projected revenue is less than its expenditure.  

This is the first time the capital has achieved a funded budget since 2021, amid a range of financial constraints.

However, opposition parties claim this has been achieved through collecting more money from already overburdened residents.  

Tshwane Finance MMC, Eugene Modise, delivered the city’s budget speech for the 2025/26 financial year on Thursday.

"The National Treasury has formally endorsed our budget as credible and fully funded. This milestone would not have been possible without our coalition partners. Coalitions are not always easy, but we have managed to be level-headed and prevailed, and has led to where we are today."
