Former IPID head Robert McBride testified that it was in fact Crime Intelligence officers who framed suspended Deputy Police Commissioner Shadrack Sibiya and former Hawks head Anwa Dramat, following the arrest of former crime intelligence head Richard Mdluli.

Former Independent Police Investigative Directorate (IPID) head Robert McBride has told Parliament's ad hoc committee investigating police corruption that there was no evidence against suspended Deputy Police Commissioner Shadrack Sibiya for kidnapping and defeating the ends of justice.

McBride testified that it was in fact crime intelligence officers who framed Sibiya and former Hawks head Anwa Dramat, following the arrest of former Crime Intelligence head Richard Mdluli.

A preliminary IPID report had recommended that Sibiya and Dramat be charged, but a second report by McBride cleared the two men.

The fallout was over the rendition of Zimbabwean nationals in South Africa who were allegedly kidnapped.

“Upon my appointment, I asked to be briefed on all high-profile cases. One of the cases I was briefed on was the rendition case. After the briefing, it became clear to me that the investigation had not been conducted independently and impartially in line with the IPID Act.”
