It's understood that a concrete slab for the second-floor deck had just been completed when it suddenly collapsed.
Officials in blue and neon green uniform are entering the scene to begin the heavy lifting of the concrete material that fell on construction workers.
They have put out their hydraulic rescue equipment, generators to power their tools, concrete cutters - among others - to recover more bodies.
The area has been closed off to allow the work to continue uninterrupted.
The company and engineers responsible for the structure have still not come forward.
Meanwhile, Mayor Dada Morero and members of the mayoral committee are expected to visit the site on Tuesday morning.
