The Democratic Alliance (DA) is demanding a parliamentary inquiry into Eskom’s Distribution Agency Agreements (DAAs).
The DA electricity and energy spokesperson, Kevin Mileham, said only three highly indebted municipalities had signed the agreements and the rollout had been stalled by legal challenges.
The agreements allow Eskom to take over electricity revenue collection and management to resolve the more than R105 billion in municipal debt.

Mileham said he would write to the chairperson of the Portfolio Committee on Electricity and Energy, Zama Khanyase, to demand a comprehensive inquiry into the rollout.
"The DA calls on the portfolio committee to summon Eskom for a comprehensive report on DAAs. Eskom must account for the lack of progress in signing these agreements, and we need a transparent breakdown of revenue collected versus infrastructure reinvestment in the three 'pilot' sites."
He added that feedback was needed on municipal pressure points to determine whether these agreements were technically viable."
