Tshwane’s suspended Chief Financial Officer Gareth Mnisi has denied helping the brother of Sergeant Fannie Nkosi score a tender from the Tshwane municipality.
Nkosi’s brother currently has a security tender with the municipality, with his company, Ngaphesheya having been paid close to R3 million rand.
Testifying before the Madlanga Commission on Friday, Mnisi said that while he is friends with Nkosi, he played no role in his brother’s company scoring a tender with the capital.
WhatsApp chats before the Madlanga Commission show Mnisi once asked for the vendor number of the company owned by Nkosi’s brother.
The request came after nkosi complained to Mnisi that his brother was struggling to get tenders at the Tshwane municipality despite being a registered vendor.
However Mnisi has downplayed the request.
He said at the time the municipality was in the process of digitising its supply chain management systems.
“Which caused a lot of issues all around and was subject to many complaints at the time. My request was purely to ascertain whether his brother vendor number had been correctly migrated and captured correctly on the city’s new network. At the time there were numerous complaints received and raised by many suppliers WHO were having difficulty in engaging with the procurement systems as a result of the change in new internal controls. These complaints were regularly brought to the relevant officials and myself, suppliers reporting challenges to vendor registration.”
Mnisi returns to the Madlanga Commission on Monday where he is expected to face a tough cross examination by the evidence leaders.
