In WhatsApp chats before the commission, Nkosi sent Mnisi a list of companies that had bid for a security tender in the City of Tshwane.

Two of those companies were later chosen as the winning bidders.

Mnisi, who also chaired the city's Bid Adjudication Committee (BAC), said he didn't assist any of the bidders, whether directly or indirectly.

"I do, however, wish to place on record that Sergeant Nkosi persistently forwarded me names of two prospective bidders who were subsequently awarded as part and Parcel of this... He was of the mistaken belief I would be able to check compliance, which, of course, I couldn't.
