Speaking at the State of the Province Address (SOPA) on Wednesday night, Western Cape Premier Alan Winde said the cuts came at a time when the province's population was expected to grow by two million over the next decade.

"That is why provincial Treasury is exploring these new ways of approaching funding to look at external partners and ways to collaborate, looking at partner funding, and looking at ways in which we can stretch that rand even further."
