JOHANNESBURG - Leaders of the whites-only Afrikaner settlement of Kleinfontein are crying foul after being served with a court notice by the Tshwane Municipality.
The metro wants the court to compel the settlement into filing a new spatial planning and land-use management application.

The municipality said Kleinfontein’s 2013 application was outdated and it must file a new one to comply with the city’s current bylaws.
Kleinfontein is one of 17 settlements identified by the capital as illegal and improperly zoned for township establishments.
Kleinfontein spokesperson Dannie de Beer said that making a new application would be expensive.
"We have an active application with Tshwane. We have, in fact, filed papers, submitted reports from wetlands to geological studies from as late as 2012. All we are asking Tshwane is to complete that process. Instead of talking to us, Tshwane has been engaging in legal warfare by taking us to court and threatening us with demolition."
