National Police Commissioner Fannie Masemola has clearly outlined his responsibility versus that of the Minister of Police.

Masemola is testifying as the second witness at the Madlanga Commission of Inquiry, sitting at the Brigitte Mabandla Justice College in Pretoria.

The commission was established by President Cyril Ramaphosa in the wake of explosive allegations of corruption and collusion within the criminal justice system, made public by KwaZulu-Natal Police Commissioner Nhlanhla Mkhwanazi in July.

Masemola says the Minister of Police holds political control and accountability, whereas the national police commissioner holds managerial and operational control of how they implement directives to combat certain crimes.

"This is due to the fact that the constitutional scheme, in express terms, removes operational and managerial control in the hands of political actors."
