Save the Children South Africa is calling on government, civil society, and communities to ensure every baby has a chance to live, grow and thrive.
The call comes after the body of a baby boy was found near the R1 in Blikkiesdorp, Delft, on Monday afternoon.
Police have confirmed the incident is under investigation.
In the last month, there have been at least four similar cases reported in Cape Town.
"Save the Children South Africa calls for urgent action to strengthen social protection systems and raise awareness about safe alternatives to abandonment, such as baby safes," said programme director Megan Breide.
The Western Cape Social Development MEC, Jaco Londt, said the department had various support services to help mothers in need.
"We encourage those who are struggling to reach out for help at a DSD local office. Support services are available at public health facilities as well as local DSD offices and NPOs in the child protection sector for those who need support following the birth of a baby."
