The Department of Employment and Labour says it's experiencing challenges processing compensation claims submitted by victims of the George building collapse.
Thirty-four construction workers lost their lives, and 28 other artisans suffered injuries, when a five-storey partially built structure caved in last year May.
The survivors and families of the deceased have been waiting for 18 months to get answers about their compensation payouts.
The department said its compensation fund received 68 claims, 15 from South Africans and 53 from foreign nationals.
The department's chief inspector occupational health and safety, Milly Ruiters, said they couldn't process some of the claims due to the lack of proper documentation.
"We also had home affairs that confirmed that the 53 were illegal foreign nationals, there was one who had a work permit, but it had expired. When it comes to social security, we need documentation in order for the Department of Employment and Labour to finalise the processing of claims."
