The bail amendment matter of Crime Intelligence boss Dumisani Khumalo is set to resume on Thursday morning in the Pretoria Magistrates Court.
Khumalo and two others have been charged for the appointment of Dineo Mokwele to an executive position within Crime Intelligence, despite not having policing experience.
The trio have approached the court to have their bail conditions relaxed so that they can return to work.
Khumalo just completed his testimony before the Madlanga Commission of Inquiry, alleging that several police officers are involved in crime.
Khumalo and five others were arrested in June on fraud and corruption charges for the appointment of Mokwele.
In October, the presiding magistrate, Vusimuzi Mahlangu, recused himself from the matter but the Investigating Directorate Against Corruption (IDAC) brought an application for this decision to be set aside.
The court will receive an update on Mahlangu’s recusal and the review application by IDAC.
KHUMALO JUSTIFIES APPOINTING MOKWELE
Khumalo revealed that it is not unusual for police to employ someone from outside of the South African Police Service (SAPS) to senior posts.
According to the State, Mokwele – who was also arrested and stands accused of falsifying qualifications on her CV – did not obtain the necessary skills or knowledge to land the more than R50, 000,000 per month, net salary job.
Khumalo revealed that Crime Intelligence was looking to employ someone who was well-versed in mechatronics - which encompasses a combination of skills ranging from mechanical engineering, electronics, and control systems.
He claimed that after they couldn’t find a suitable candidate within SAPS, they advertised the senior post externally - resulting in the employment of Mokwele - who was previously working at a prominent car dealership.
Khumaloattempted to justify his argument by citing the example of a SAPS official from supply chain management, who was employed from the National Treasury.
“The current divisional commissioner who is a lieutenant general is from the national treasurer department, two years ago was employed by SAPS.”
