Madlanga Commission: Mkhwanazi’s two promotions in 2011 contravened SAPS procedures - Sibiya

Suspended Deputy National Police Commissioner Shadrack Sibiya has testified at the Madlanga Commission that KwaZulu-Natal Police Commissioner Nhlanhla Mkhwanazi was promoted twice in 2011, violating South African Police Service (SAPS) procedures

According to Sibiya, Mkhwanazi was promoted from brigadier to major-general and then lieutenant-general all within a year.

He returns to the commission in Pretoria on Thursday morning for further testimony.

Sibiya claims Mkhwanazi was politically promoted without rightfully earning his rank of lieutenant-general.

In 2011, Mkhwanazi was promoted from a brigadier to a major-general.

That same year, he was appointed by former President Jacob Zuma to be acting National Police Commissioner, an appointment that saw him being promoted overnight to lieutenant-general.

Sibiya said this is in contravention to SAPS procedures.

“The procedure in the police is that you must stay at least two years in a rank before you can be promoted to the next rank. In 2011, he [Mkhwanazi] became a major-general. Within a night, overnight, he became a lieutenant-general. That made him to be able to continue acting as the National Commissioner.”

Sibiya claims Mkhwanazi’s jumping of ranks was frowned upon by many senior-ranking officers at the time.
