Madlanga Commission hears how Matlala entered into working relationship with EMPD

Suspended Ekurhuleni Metro Police Department (EMPD) head, Isaac Mapiyeye, has provided details of a dodgy deal that resulted in an agreement between EMPD and two companies belonging to criminally-accused Vusimuzi "Cat" Matlala.
Mapiyeye is currently testifying before the Madlanga Commission of Inquiry, sitting in Pretoria.
He’s accused his subordinate, Brigadier Julius Mkhwanazi, of colluding with Matlala by signing two memorandums of understanding with two of Matlala’s companies.
Details of how criminally-accused tender tycoon, Vusimuzi "Cat" Matlala, managed to enter into a working relationship with the EMPD have been revealed at the Madlanga Commission of Inquiry.
Mapiyeye, who himself faces an internal probe of sexual misconduct, claims that the current EMPD acting head, Mkhwanazi, had forged two fraudulent memorandums of understanding (MOU) with two of Matlala’s companies and signed them.
The MOUs, signed in 2021, would see two of Matlala’s companies, Medicare Emergency Medical Services and CAT VIP Protection, provide services to EMPD in exchangefor assistance from the metro police.
Mapiyeye said that Mkhwanazi had no authority to enter into the agreements with Matlala.
"The protocol is that if Brigadier Mkhwanazi signed it, he was going to take it to the deputy chief, Mr Mzolo, and Mr Mzolo was going to bring it to me and explain to me, and then I sign or not support, and in fact, I was not going to support because this is not a process that we should be following."
Mkhwanazi was placed on special leave more than a month ago after he was implicated in the commission.
