The City of Ekurhuleni has welcomed the outcome of an independent review by the South African Institute of Government Auditors, clearing the city’s chief auditor of any wrongdoing.
Phillip Rakgwale was accused of altering an internal report of the city’s R1.8 billion chemical toilet tender.
The allegations were first made in 2019.

The auditors commissioned a formal assessment to determine whether Rakgwale breached a code of ethics or disciplinary code.
But after examining supporting documents a probe by the institute found no evidence of misconduct or ethical breach on behalf of Rakgwale.
The City of Ekurhuleni said that it remains committed to ensuring that all internal processes operate at the highest standard of integrity and fairness.
The administration adds that it remains steadfast in its commitment to good governance and accountability.
