Madlanga Commission hears concerns about deal EMPD's Mkhwanazi struck with Matlala's companies

Former head of employee relations at the Ekurhuleni Metro, Xolani Nciza, has raised serious questions before the Madlanga Commission over an alleged dodgy deal between the metro and companies belonging to alleged crime boss, Vusumuzi "Cat" Matlala.
Nciza told the commission that suspended EMPD acting chief, Julius Mkhwanazi, struck a deal that would see Matlala donate several high-end vehicles to the City of Ekurhuleni.
He claims that, in exchange, Matlala would enjoy protection from both the EMPD and the city.
The vehicles, though registered as municipal property, would allegedly be kept for Matlala’s personal use.
Nciza expressed deep suspicion over the nature and use of the vehicles, stating:
"What is it that was ferried through these vehicles, we don’t know that. But what we do know is that if these vehicles encountered any form of scrutiny from any law enforcement agency, that law enforcement agency would probably have said: 'They are municipal vehicles, so let me back off.'"
