Suspended top cop Richard Shibiri said he never spoke to alleged crime boss Vusimuzi ‘Cat’ Matlala about police operations, despite frequent contacts between the two.
Shibiri was testifying at the Madlanga Commission about his relationship with Matlala.
The suspended head of organised crime at the South African Police Service (SAPS) said his relationship with Matlala was social and never traversed to police operational issues.

Shibiri believes cops promised promotions for testifying negatively against him
On 6 December 2024, police raided the house of Matlala.
In the same month, there were at least two calls between Matlala and the head of organised crime at SAPS, Shibiri.
However, Shibiri testified that the raid was never brought up during their calls.
Evidence leaders said this was hard to believe, as Matlala had loaned Shibiri R70,000 and had previously approached him during his trouble with entertainment blogger Musa Khawula.
"When I spoke to Mr Matlala, he never told me of any operation [that] happened to him. I don’t know what reason. So that’s my answer, he didn’t tell me," Shibiri said.
Co-commissioner Sesi Baloyi said Shibiri’s explanation was unbelievable.
