Security expert says City of Cape Town must answer about joint drill with US Marines

A security expert says the City of Cape Town must answer questions about its joint fitness drill with US Marines at Muizenberg Beach.

This follows videos and images showing US Marines training alongside Metro Police cadets.

The exercise has sparked criticism, with political and civil society groups questioning its purpose, transparency, and broader implications.

Senior Associate at the Africa Centre for Security and Intelligence Praxis, Eldred De Klerk, said under the South African Police Act, the city would need approval from the National Police Commissioner to ensure the training complies with legislation and operational duties.

De Klerk questions whether the necessary clearance was obtained from the National Police Commissioner or the Intelligence Minister.

He said the city must clarify whether permission was granted, by whom, and whether the training aligns with legal and policy frameworks.

"Thirdly, is the training in line with their actual mission or do we consistently see mission creep where Metro and Law Enforcement is increasingly encroaching on the purview of either our National Intelligence Services or that of the South African Police Services?"

Meanwhile, Safety and Security MMC JP Smith said the activity was an informal, cost-free fitness session aimed at improving policing skills.

Eyewitness News is awaiting a response from DIRCO on whether the training aligns with South African foreign policy positions and diplomatic protocols.
