Suspended Tshwane CFO denies tender manipulation

Tshwane's suspended Chief Financial Officer Gareth Mnisi has denied using his position to manipulate tenders at the metro.

In addition to being CFO, Mnisi is also chairperson of the city's Bid Adjudication Committee.

The committee plays a critical role in deciding which companies are awarded municipal tenders.

One of the allegations against Mnisi was that he used his position to steer tenders towards his preferred bidders.

Testifying before the Madlanga Commssion on Friday, Mnisi said that the committee is made up of seven senior managers and makes decisions as a collective.

"Influencing a process and directing proceedings in compliance with the relevant laws and regulations from my perspective is two completely different issues. If we were analyse and scrutinize documents in front of me, applying rules, regulations and prescripts of the law; its not a process of influencing, it's a process of validating, providing assurance and ascertaining that all key compliance mechanisms have been followed. With respect I would like to maintain the statement that I do not influence but I play an oversight (role) in terms of assuring that all due processes are followed accordingly at the stage of the bac," said Mnisi.
