The fund works by opening a bid window in which arms of the state can approach ISA to get funding to launch projects.
Macpherson says this could contribute significantly to GDP growth.
He adds that this fund could increase private sector involvement in these projects because ISA has a strong reputation.
He says they are looking to fund projects in key sectors including water and sanitation, transition and energy, roads and rail.
