CAPE TOWN - The Department of Correctional Services said that the arrest of a rape parolee in connection with the rape of another child in Hanover Park was gravely concerning.
The 51-year-old accused, whose identity is being protected because of legal issues, on Friday appeared in court for the first time after his arrest on Tuesday, when the nine-year-old girl was found at his house, hours after her family reported her missing.
The department confirmed that he was paroled in November, after serving the minimum required portion of a 25-year sentence handed down in 2008 for the rape of a 10 year old girl.

Confirmation of the accused's rape conviction 17 years ago has angered community members and relatives, who are now questioning whether the justice system is fair.
Among them was the nine-year-old victim's grandmother.
"The justice system has failed us. How sick can he be? He's an old man, an ugly human being. We are angry, we are bitter, we are sad."
Correctional Services' Singabakho Nxumalo said that the department would initiate a process to revoke the alleged reoffender's parole.
"As the department, we have since launched an investigation to review and assess the effectiveness of monitoring measures applied during the parole period."
The case has been postponed to Friday for the appointment of a Legal Aid lawyer.
