Fose's body was found mutilated not far from her home in Durban Deep, a day after she was reported missing earlier in June.
Department spokesperson Steve Mabona said that members of the community who may have information could help by going to the police.
"Communities need to work together; they need to make sure that our children are safe at all times. If things are happening in the community, you expect that members of the community must protect each other.
"If there’s people that might have witnessed anything, they need to report to the law enforcement agencies, as it were. It will make life easy, unlike you come to court, people are not sure about what transpired."
