CAPE TOWN - With the national budget passed and the Government of National Unity (GNU) tensions having simmered somewhat, the Democratic Alliance (DA) again looks set to stoke the fires when it announces its reform plan on Monday for three contentious pieces of legislation.

These include the Broad-Based Black Economic Empowerment (BBBEE) Act, the Employment Equity Act, and the Expropriation Act.

The DA has made it clear it's not prepared to let go of its opposition to certain laws passed by the previous administration and before the formation of the GNU.

In February, the party filed a case in the Western Cape High Court against the Expropriation Act to challenge the constitutionality of expropriation without compensation.

The party's MP and Minister of Public Works, Dean Macpherson, is in the awkward position of having to implement it, with the court yet to hear the case.

In May, the DA argued before the North Gauteng High Court that race quotas in the labour sector as imposed by the Employment Equity Act are unconstitutional. Judgment in that matter is still awaited.

The party has also challenged aspects of the BBBEE Act, including its use in determining criteria for COVID-19 relief funding.

On Monday, the party’s leader, John Steenhuisen, is expected to be joined by all DA ministers to present what the party said is a set of urgent, practical, and implementable reforms and alternatives to these acts and around which it will campaign.
