The Merafong Municipality said it failed to settle its R1.4 billion debt due to non-payment of services by residents and businesses.
Municipal spokesperson Thabo Moloja confirmed they owed Rand Water and were subsequently slapped with a 40% water reduction.

This led to a demonstration by residents of Kokosi township, who have been without supply for a month.
Moloja said residents and businesses together owed the municipality R6 billion.
"The municipality's loaned debt book is about R6 billion. Meaning businesses and residents of this municipality owe the municipality R6 billion."
He said that of the R6 billion, half of it was owed by mines, which he said have declared a dispute with the municipality over the amount.
Maloja said the municipality collected between R5 million and R6 million monthly from ratepayers for water, and is expected to pay R39 million to Rand Water.
He said engagements were continuing to find a lasting solution to the crisis.
The residents say they will wait here along the N12 highway until the Premier comes to receive their memorandum of grievances.
