Earlier in September, five pupils were killed when a minibus taxi transporting them crashed into a pre-school.
This was followed by another accident a day later.
The Transport Department in the province said it has resolved to address the recent rise of scholar transport issues, including using unroadworthy cars, to flouting of regulations by some drivers.
In September, residents reported and captured an incident where a transport driver allowed an under aged pupil to drive his minibus taxi with a number of pupils inside.
A number of accidents involving school learners were also recorded.
Authorities from the department will lead a prayer session in Pietermaritzburg before announcing the measures.
