The City of Tshwane Metropolitan Municipality has announced it has completed an investigation looking into a possible conflict of interest between the Deputy Mayor, Eugene Modise, and one of the city’s service providers.

The internal investigation was launched earlier this year following complaints by the Democratic Alliance (DA) over a company with links to Modise scoring hundred-million rand tenders from the municipality.

The company, Triotic Protection Services, has been contracted to guard some of the municipality’s critical infrastructure.

Modise has previously admitted to being one of the owners of Triotic Protection Services.

However, he says he resigned from the company before being an African National Congress (ANC) councillor in 2023.

Tshwane Mayor Nasiphi Moya has denied accusations from the DA that she is protecting her deputy by concealing the investigation report.

She said the report is with the speaker’s office, and protocol dictates he should table it before the council.

“The speaker tried to convene a special meeting, he was then advised by his legal team that ‘we are not sure of the process to follow here, can we look for legal advice?’ That legal advice, I think they are expecting it tomorrow, Wednesday. Our plan, and we have communicated this to the speaker, we don’t want to delay this any further.”
