ActionSA: Delays in appointing Joburg city manager threaten service delivery

ActionSA in Johannesburg has warned that delays in appointing a new city manager could threaten service delivery in the municipality.
The Johannesburg city council was scheduled to vote this week on a report recommending the reappointment of Floyd Brink to the position.
However, the process was stalled after the African National Congress (ANC) failed to agree on whether to back Brink’s return.
ActionSA Johannesburg caucus leader Marcel Coutriers has urged political parties in the council to set aside their personal and party interests.
“Residents of Johannesburg are crying out for basic service delivery, water, electricity, functioning roads and safe communities. They look to council for solutions, not political drama. Yet, what unfolded yesterday [Thursday, 23 October 2025] is a stark reflection of how far this council has drifted from its mandate to serve the people.”
