The group, supported by the National Education, Health and Allied Workers' Union (NEHAWU), said some ANC workers are still waiting for their November pay.
They have staged their picket near the entrance of the Birchwood Hotel in Boksburg, where the ANC’s fifth NGC is taking place.
At a media briefing on Sunday, ANC secretary general Fikile Mbalula said salaries for the party’s junior staffers have been paid.
“Issues of non-payment of staff have been attended to and are being resolved as we speak.”
However, Monday’s picket includes many of the ANC’s junior staffers, from photographers, admin, and security staff.
Spokesperson for the workers, Dan Semenya, said the late and non-payment of staff is a persistent problem in the ANC.
“It cannot be correct that the ANC, as a caring movement, is not able to care for its staff internally before it starts to deliver services to society in general.”
The ANC said the picketing workers will be addressed by its leadership.
