Ekurhuleni Metro Police scandal: Mayor confirms irregularities in promotion of 55 officers

Ekurhuleni Executive Mayor, Doctor Xhakaza, has revealed that a review into the Ekurhuleni Metro Police Department (EMPD) has uncovered significant "irregularities" regarding the promotion of 55 officers.
The announcement was made during a media briefing in Germiston on Friday, following a formal review of the department triggered by explosive corruption allegations that surfaced at the Madlanga Commission.
The investigation centres on the conduct of the suspended Chief of the EMPD, Julius Mkhwanazi. According to witness testimony from the Madlanga Commission, Mkhwanazi allegedly bypassed standard protocols to promote 55 officers to senior ranks.
Beyond the promotion scandal, Mkhwanazi faces several serious accusations, including:
Orchestrating rogue operations using his official capacity.
Unauthorised distribution of blue lights to Vusimuzi "Cat" Matlala, an alleged cartel leader.
Mayor Xhakaza confirmed that while the initial review is complete, the findings are serious enough to warrant a more comprehensive probe.
"The review has identified some irregularities and, as a result, we are also looking at a more detailed investigation that is underway," said Mayor Xhakaza.
A full report detailing the review’s findings is scheduled to be tabled before the City Council next Thursday. This report is expected to outline the specific procedural failures and provide a roadmap for disciplinary actions or the reversal of the irregular promotions.
