Suspended head of legal at Ekurhuleni Municipality, Khemraj "Kemi" Behar,i has taken the witness stand at the Madlanga Commission of Inquiry.

Behari was suspended from his job in December for failing to take action against Deputy Chief of the Ekurhuleni Metro Police Department (EMPD) Julius Mkhwanazi.

Mkhwanazi had entered the police department into a contract with the private security company of suspected crime boss Vusimuzi “Cat” Matlala.

The contract was later found to be irregular, with the Independent Police Investigative Directorate (IPID) recommending that disciplinary action be taken against Mkhwanazi.

However, Behari sat on the report and failed to implement IPID’s recommendation for more than two years.
