Emails contradict Tshwane suspended security boss at Madlanga Commission

Tshwane’s suspended director for the asset protection security unit, Tshukudu Malatji, has been challenged over his denial that he delegated his authority for deployment of private security guards to a junior employee.

Malatji has been testifying before the Madlanga Commission on Thursday over his role in a security tender which ballooned millions over budget.
The tender in question relates to the guarding of the municipality’s critical infrastructure sites.
Evidence before the commissions shows one security company, Gubis 85 solutions, a lot of ad-hoc security work, resulting in it invoicing the municipality millions of rand.
When Tshwane’s suspended director for the asset protection security unit, Tshukudu Malatji, appeared before the Madlanga Commission earlier this month, he testified that it was his subordinate, Inspector Lebogang Phiri, who deployed Gubis 85 security guards without his permission.
However, emails before the commission show Malatji instructed Phiri to do so.
Co-commissioner; Sandile Khumalo: "You authorised this deployment and arising from this email, MR Phiri issued letters of deployment to these sites, so for you to sit there and say I did not authorise this --- is simply false."
Tm: "I responded, not being aware of the email on page 60."
SK: "So your email changes when you see documents."
Malatji has wrapped up his testimony and will return at a later date for re-examination by his own lawyers.
