Emfuleni, currently led by the ANC is grappling with a deepening service delivery and financial crisis.
The municipality faces crumbling infrastructure, mounting debt to Eskom and Rand Water, ongoing sewage spills, unreliable refuse collection, and frequent violent protests by frustrated residents.
The DA said Chabalala has the leadership qualities needed to stabilise the municipality.
The party believes Chabalala can deliver clean, accountable, and effective governance - and restore dignity to communities that have endured years of decline.
