EFF, Action SA fingered in rigging multi-million-rand Tshwane security tender

The Madlanga commission has turned its attention to the City of Tshwane municipality with allegations that two parties in the governing coalition colluded with senior officials to rig a multi-million-rand security tender.

The implicated parties are the Economic Freedom Fighters (EFF) and Action SA.

At the heart of the matter is the organised crime officer within the Gauteng South African Police Service (SAPS) - Sergeant Fanni Nkosi - who has been testifying before the commission.

In 2024, the Tshwane Metro Police Department (TMPD) advertised a tender, looking for security companies to protect municipal infrastructure for a period of three years.

According to evidence before the Madlanga Commission, the TMPD’s deputy chief, Umashi Dlamini, drew up a list of seven preferred companies he allegedly received from the EFF.



That list was passed on to Nkosi, who forwarded it to the municipality’s chief financial officer (CFO) - Gareth Mnisi.

On Tuesday, Nkosi testified he was close to the metro’s CFO.

Nkosi then sent the CFO two of his preferred companies: Ngaphesheya, which belongs to his brother, and Elshadai Security Services.

The CFO responded to Nkosi, saying he had been discussing the matter with the EFF and Action SA.

The testimony continues on Thursday.
