The rise of opportunities for property owners in short-term rentals is causing concerns about the regulations around these practices.

Minister of Tourism Patricia de Lille says that municipalities and residents have highlighted the need for clear, fair and responsible terms of use.

"We are not at the regulating stage yet... in terms of chapter two of the Tourism Act, the minister is empowered to issue a code of good practice to guide conduct within the tourism sector... looking at the responsibility of the host and of the guest."

De Lille says in the meantime, it's up to the host to inform guests of all the property rules, while the long-term regulations are being addressed.

She explains that they are also considering international models to resolve this issue.

"We took two cities – Paris and London – and they, for instance, come up with regulations that say you can only use your property for 90 days in any given year for short-term rentals.

"It's having to work together with the mayors, with the cities, so that we find that right balance and also not over-regulate the sector – but find a way whereby people can still derive an income from their properties."
