South Africa’s appointment of Roelf Meyer as ambassador to Washington is being framed as a pragmatic move to stabilise relations with the United States.

Political analyst and former ANC MP Melanie Verwoerd says the choice reflects the complexity of current diplomatic tensions, with Pretoria needing a seasoned negotiator rather than a conventional diplomat.

She says Meyer’s track record in high-stakes negotiations and his close relationship with President Cyril Ramaphosa make him well-suited to the role.

A ‘tricky’ diplomatic moment

Verwoerd describes the Washington posting as a difficult assignment that requires both political credibility and diplomatic skill.

“You either had to go for a formal diplomat or somebody with the experience and gravitas to handle the situation with Washington,” she said.

Meyer, a key figure in South Africa’s transition to democracy, helped steer negotiations that led to the country’s constitutional settlement. He later worked on peace and reconciliation efforts in conflict regions, including Myanmar and Northern Ireland.

Positioned to counter ‘white genocide’ narrative

The appointment comes amid tensions fuelled in part by claims of a so-called ‘white genocide’ in South Africa, a false narrative that has gained traction in some US political circles.

Verwoerd suggests Meyer’s identity and history could help counter that narrative.

“By the effect of who he is, he just has to stand there… he will deal with the message primarily by being there,” she said.

She also dismissed criticism from groups such as AfriForum and Solidarity as unjustified, questioning who they would consider a more suitable candidate.

Key policy tensions remain

Beyond rhetoric, several substantive issues continue to strain US–South Africa relations.

These include disagreements over Black Economic Empowerment (BEE), the Expropriation Act, and trade imbalances, with Washington pushing for greater market access.

Verwoerd says Meyer’s deep involvement in drafting South Africa’s Constitution positions him to explain the country’s policy choices.

“He understands the need and the historical context… and how important it is to address these issues to maintain social stability,” she said.

Balancing reform and stability

She added that South Africa’s post-apartheid government deliberately avoided large-scale land expropriation in 1994, opting instead for a more measured approach.

Meyer is expected to communicate that balance, between redress and economic stability, to US counterparts.

“He can make all these arguments… and explain why addressing inequality is critical to avoid future instability,” Verwoerd said.
