When controversial police officer Fannie Nkosi appeared at the Madlanga Commission, WhatsApp chats between him and Mnisi were a matter of interest.

From those chats, it shows Mnisi helped Nkosi's brother score a security tender from the municipality.

It also showed the two shared lists of companies they wanted the tenders to be awarded to.

Mnisi also shared confidential documents with Nkosi despite the fact that he wasn't employed at the municipality.

In addition to being the CFO, Mnisi was also chairperson of the city’s bid adjudication committee, which plays a critical role in deciding which companies are awarded tenders at the municipality.
