Suspended Tshwane Metropolitan Police Department (TMPD) deputy chief Umashi Dhlamini has downplayed sharing a tender document with implicated cop, Sergeant Fannie Nkosi, saying it was not confidential.

In March 2026, Dhlamini sent Nkosi a list of bidders for a security tender that was advertised by the TMPD.

The document showed the list of companies and how they had bid for the tender.

Testifying before the Madlanga Commission on Tuesday, Dhlamini said this was information that would have been made public.

“The tender closed on the 12th of August [2025]. This was already out there on the web when I forwarded it to Sergeant Nkosi in March. The challenge was that the website was off, then my office requested SCM to give them this draft report. It what they are using to prepare the close-out report before they can load it on the system.”

However, commission chairperson Mbuyiseli Madlanga said the document was titled 'draft', meaning it was not yet ready for public distribution.

Madlanga asked, “Surely a draft is meant to be a final document at some stage?”

“Correct,” Dhlamini responded.

Madlanga asked, “And while it’s a draft, it’s a document that’s still being worked on within the metro?”

“Correct,” Dhlamini replied.

Madlanga said, “So, if at any stage it is to be public, it will be public once it’s final.”

“Correct,” Dhlamini responded.

Madlanga replied, “Thank you.”
