Former Ekurhuleni City Manager Mashazi accuses EMPD head of sexual harassment, rape

Former Ekurhuleni city manager, Imogen Mashazi, has accused suspended Ekurhuleni Metro Police Department (EMPD) head, Isaac Mapiyeye, of subjecting his female subordinates to sexual harassment and even rape.

Mashazi was testifying before the Madlanga Commission of Inquiry in Pretoria on Monday

She alleged that she was forced to retire from her city manager position by Ekurhuleni Mayor, Doctor Xhakaza.

Mashazi has also accused the commission of prejudicing her, claiming she was not given enough time to prepare her testimony.

But her main gripe is against Mapiyeye, who she claims was terrorising female officers.

“It was also reported to me that the chief of police, Isaac Mapiyeye, fathered multiple children with subordinates who were vulnerable to his abuse of power including conduct that amounted to sexual harassment, coercion and rape.”

This after Mashazi, who appeared before the commission in Pretoria on Monday, accused EMPD Chief, Isaac Mapiyeye, of fathering “multiple children” with female officers - further alleging he raped one officer. 

Mashazi told the commission she received reports of sexual misconduct by a group of female officers. 

But instead of addressing the issue, Mashazi started a programme that would seek to promote women in uniform, something justice Mbuyiseli Madlanga did not agree with. 

(Madlanga) “So throughout from 2016 to 2025 you are continuing to receive these reports, which tell you that there’s a systemic problem and you do nothing throughout your tenure as municipal manager?”

(Mashazi) “Yes, I take your point. Except to create the platform for them.”
