Constables Boipelo Senoge, Cebekhulu Linda, and Keamogetswe Buys were last seen at a petrol station near the Grasmere Toll Plaza, en route from Bloemfontein to Polokwane.
National Police Commissioner Fannie Masemola said detectives interviewed a man captured on CCTV next to their car but found no link to their deaths.
A week-long search for the missing constables ended with the grim discovery in the Hennops River, hundreds of kilometres from where their journey began.
On Tuesday, mourners, including police officers, provincial leaders and the devastated families, will pay tribute to the young constables.
Senoge will be laid to rest on Thursday, followed by Linda on Friday, and Buys on Saturday.
Police said no foul play is suspected, but the investigation into what caused the crash continues.
For now, the focus is on remembrance and honouring the lives of the three police officers.
