Moya is tasked with turning around one of South Africa's worst-performing metros.

In her first State of the City address in April, she promised to make financial stability a key priority for the metro.

But it's not going to be an easy task, and a massive clean-up operation awaits.

The City has completed investigations into more than R11.7 billion in irregular spending this year, a figure that is expected to rise to R12.7 billion soon.

Moya jokes that, since taking on the role, she feels like she has added 10 years to her life.

Moya says she finds the role very rewarding.

"We've taken a decision that has made us go home, and... say, 'You know what, I haven't done badly.'"

Moya was elected to the position in October 2024. Before that, she was deputy mayor for a year to her predecessor, Cilliers Brink.

Moya says the role has allowed her to view South Africa from a different perspective.

"I'm very new here. I only started becoming a public rep last year... leading people isn't easy."

Moya says that with such dire findings from the Auditor-General, it has been crucial for her to be outspoken about what is being done to reverse that toxic culture.

"We need to make sure the AGs findings are responded to... are we fixing the root causes?"

And to that end, Moya says, all staff are subject to performance management.

"Up until three months ago, we hadn't rolled out to everyone in the institution. Now it's being rolled out to everyone."
