Rescue crews will begin their work at the bridge on Thursday morning, hopeful that the shifting debris and settling water levels may prove helpful.
Officials said a weather warning for snowfall, strong winds, and rainfall could complicate efforts.
Siseko Mcakuvana, who is part of the Gift of the Giver’s rescue team, said: "The distance that we covered, there was nothing that we got and nobody that we found.
"So, what we discussed now, and we are agreed, the general was here, we are going to go back to where we started because there was a lot of rubble in the river."
